Board of Control

February 3, 2026

Board President, John LeBlanc, called the Vermilion Parish Library Board of Control meeting to order on Tuesday, February 3, 2026, at the Abbeville Library at 5:00PM. The following members were present: Anita Levy, Bridget Winters, John LeBlanc, Melanie Hensgens, Margaret Hebert, Shane Meaux, and JB Moreno. Absent was board member Yolanda Broussard. Also present were Dawn Hebert, Library Director, Amy Stelly, Human Resources Manager, and Grant Domingue.  The prayer was led by Melanie Hensgens.  The pledge was led by John LeBlanc.  Amy Stelly called the roll.

There were no public comments on any agenda item.

On the motion of Anita Levy, seconded by Margaret Hebert, and carried the board unanimously voted to dispense with the reading of and to unanimously accept the meeting minutes.

ABSENT: Yolanda Broussard

On the motion of Bridget Winters seconded by JB Moreno and carried the board unanimously voted to approve the financial report including a budget to actual comparison as presented by Amy Stelly.

On the motion of Melanie Hensgens seconded by Anita Levy and carried the board unanimously voted to approve the Director’s Report.

On the motion of Bridget Winters seconded by Shane Meaux and carried the board unanimously voted to re-elect John LeBlanc as Library Board President.

On the motion of Shane Meaux seconded by JB Moreno and carried the board unanimously voted to re-elect Bridget Winters as Library Board Vice President.

On the motion of Margaret Hebert seconded by Melanie Hensgens and carried the board unanimously voted to re-elect Dawn Hebert as Secretary and Amy Stelly as Treasurer.

On the motion of Shane Meaux seconded by Bridget Winters and carried the board unanimously voted to approve the Amended 2025 Budget.

On the motion of Melanie Hensgens seconded by JB Moreno and carried the board unanimously voted to ratify the Louisiana Compliance Questionnaire.

There being no further business and upon motion of Anita Levy and seconded by Melanie Hensgens the meeting was adjourned.
